Puerto Rican Hispanic Youth Leadership Institute PRHYLI

PR/HYLI was birthed out of former NYS Assemblyman Angelo Del Toro’s Puerto Rican Task Force and Somos El Futuro Legislative Conference.  The purpose of the task force and conference was to encourage greater civic involvement of Hispanics in NYS politics.  In 1990, PR/HYLI gave way to providing civic opportunities to young Latinos and Latinas interested in the legislative process.  PR/HYLI exists to empower student delegates by:

  • developing leadership skills;
  • teaching how to create logical argument;
  • gaining an understanding of the legislative process and responsible citizenry;
  • creating opportunities for youth to interact with elected officials and professionals in politics.
2016 Delegation
Throughout the course of the school year, selected WNY student delegates come together to train with regional RBE-RN coaches on selected bills and the legislative process.  The trainings prepare student delegates for a culminating three day PR/HYLI weekend retreat. Over 200 students from 12 NYS PR/HYLI delegations assemble to debate key bills in a mock assembly in Albany. The weekend involves team-building activities along with a youth rally and a scholarship banquet.
